The Heavy Vehicle Brakes Rule and its implementation

Offsite locations

'Offsite locations' is the name commonly given to the offsite testing facilites located in rural towns that provide Certificate of Fitness (CoF) inspections for heavy vehicles.

The testing procedures for the Heavy Vehicle Brakes Rule (HVBR) that were introduced in December 2008 have required major changes to be made at all testing stations - including all offsite testing locations.

Unfortunately some offsite locations do not meet the new testing standards, and may have to close as a result. Some of the problems found at the sites include:

  • they do not comply with site specifications for the types of vehicles inspected
  • the physical dimensions of the site are not suitable for the types of vehicle inspected
  • online access to LANDATA is not available
  • a roller brake machine with load-weighing capability is not available.
