Making a submission

Before making your submission

Please read the section headed What are Land Transport Rules? in the Overview of this publication.

Please write clearly or, preferably, send typed comments

If possible, please send your submission by email to info@nzta.govt.nz and, if you wish, follow this up with a signed copy. You can also submit your comments through the Land Transport NZ website at: www.landtransport.govt.nz/consultation/work-time/submission-form.html. We will also be happy to receive your submission on disk. When emailing your comments, please let us know your postal address.

Please include the following information in your submission:

  • the title of the Rule
  • your name, and title if applicable
  • your organisation’s name if applicable
  • your address – postal, and email if applicable.

Please use the format provided for making your submission

If you make your comments on the Land Transport NZ website, you will be provided with an on-line submission form to complete and submit. If you are not making your submission via the internet, it would be helpful if you could use the format for making submissions that you will find on the next page. This will speed up the process of considering your submission.

Please indicate clearly if your comments are commercially sensitive, or if, for some other reason, you consider they should not be disclosed.

Format of submissions

We welcome your comments on any or all of the issues raised on any of the proposed Rule requirements. You don’t have to comment on all the issues or proposals. However, it would be helpful if you could consider and comment on the following in particular:

Overview Comments about any aspects of the overview, which sets the context for this proposed Rule?

Draft Rule A set of focus questions on specific aspects of the proposed Rule are set out in the overview under the heading What changes does the Rule propose? These seek comments on:

  • the appropriateness of proposed new variations for tour buses;
  • the requirements for urban bus drivers to have a break after five hours;
  • the balance between emergency response and managing fatigue, and the proposed definition of ‘priority call’;
  • any additions to the instances of ‘recurring situations’ in the draft Rule;
  • the proposed provision for the period a logbook must be maintained between breaks;
  • the appropriateness of the proposed exemptions for Defence personnel and others;
  • the exemptions proposed for farm vehicles;
  • the appropriateness of the provisions for recreational vehicles and for bus drivers on regular rosters ’;
  • the terms ‘usual business location’ and ‘base of operations’;
  • the inclusion of ‘construction zones’ for managing vehicles that cross public roads but don’t travel along them;
  • the proposed mandatory requirements for logbook entries;
  • the definitions of terms used in the draft Rule;
  • the appropriateness of the logbook design;
  • the relationship between mandatory requirements in the form and optional additions;
  • the usefulness of Schedule 2 in explaining how to complete the logbook form.

Your comments on these questions, as well as any general comments you may wish to make about these issues, or anything else in the draft Rule, will be appreciated.
