The minor improvement allocation is based on 8 percent of the respective maintenance allocation for each road controlling authority, or a lesser amount where this has been requested. In 2007/08, the minor improvement allocation for local roads is $34.3 million, and for state highways the allocation is $31.0 million.
Local road projects included in this year’s NLTP are listed in the regional sections of the NLTP. The projects are shown with the status they have in the NLTP, whether they are expected to start in 2007/08 or later, and their expected funding source. For projects that do not yet have funding approved, the information is indicative only and may change when a funding application is received or new information about the project is submitted to Land Transport NZ.
As for previous years, the N funding threshold for projects is a profile of medium (M) seriousness and urgency, medium (M) effectiveness and high (H) efficiency. Projects below this profile are not likely to be funded unless from R funds. The indicative funding source is shown as R if the project has a regional recommendation and R* if it does not have a regional recommendation. Projects with a profile of MMH are shown with a funding source of “N/ R”. As there appear to be more N fundable projects than there are N funds available, not all MMH projects can be N funded and some, based on the quality of their profile factors, may need to be funded from R funds.
Projects with low priority, based on the information provided to Land Transport NZ, are shown on the reserve list.

New works that are included in the NLTP 2007/08 include:
The 2007/08 allocation is $20 million including commitments of $3.7 million, the rate generally applying recently. This is the last year an allocation is shown in the NLTP because this dedicated funding is expected to be withdrawn and any future activities to be funded as normal activities within the NLTP such as road reconstruction.
The allocation for this activity class is similar to that forecast in 2006/07, reflecting the stability provided by the government through its funding guarantee.
The Kapiti western link road and East Taupo arterial projects have been transferred from the state highway construction programme to the local roading programme reflecting the transfer of project management from Transit to the local authority. With the support of the Hawkes Bay region, Transit has added the R funded Prebensen Drive/Hyderabad project to its programme. Other than these three changes, the large project phases expected to be active from 2007/08–2009/10 are the same as those shown in the 2006/07 NLTP.
Projects are listed in the NLTP showing their status, either committed or category 2. An indicative funding source is shown for category 2 projects, but this is subject to review at the time funding approval is sought. Most projects are listed in the regional sections of the NLTP. However, the projects delivered on a national basis, such as the toll systems project, are shown in the tables in the regional sections of the NLTP. Those projects expected to be active in 2007/08 are shown either as committed works or with a 2007/08 start date.
Medium and small projects and studies are listed separately in the regional tables, but are funded on a block budget basis. The block budgets are shown in the nationally delivered programmes section of the NLTP.
