Use of the land transport system

Improvement projects, community activities and studies included in the NLTP are listed in each organisation’s programme in the regional sections of the NLTP. The lists show the funding status of the activity in the NLTP, whether it is expected to start in 2007/08 or later, and the expected funding source. For projects that have not yet had funding approval, the information is indicative only and may change when a funding allocation is received or new information on the project is submitted to Land Transport NZ.

Regional transport and system user studies

Submissions within this activity class include proposals for various studies focusing on travel demand and walking and cycling strategies. In 2007/08 an allocation of $2.11 million has been approved, covering all submitted projects.

Transport demand management

This activity class provides an allocation solely for studies and strategies related to transport demand management (TDM). Capital and operational TDM activities will be funded from the state highways and local roads construction activities. An allocation of $0.99 million is provided in 2007/08. This allocation allows for the funding of all submitted requests for development of regional TDM strategies.

Community focused activities

Community focused activities is a new activity class for the 2007/08 NLTP. The 2007/08 year is considered an interim year in which community groups were encouraged to apply for funding through their approved organisations that, in turn, used the NLTP process to progress their applications. Fifty-five approved organisations have applied for funding under this activity class. Alternative arrangements for community groups that were unable to apply through their local TLA have been put in place and provision for these groups has been made in the research, education and training allocation.

The allocation for all community focused activities in 2007/08 is $17.0 million. The majority of the projects within these work categories have a cost of less than $150,000. It includes:

  • $9.37 million for the community programmes work category
  • $5.55 million for community coordination, and
  • $2.07 million for community advertising.

Community focused activities include projects which were funded through the Community Road Safety Programme (CRSP) and travel behaviour change work category of the 2006/07 NLTP. In 2006/07 funding for the CRSP programme and that allocated to the travel behaviour change work category totalled $15.82 million.

Walking and cycling

The allocation to walking and cycling provides financial assistance for improvement projects relating to the development of cycling and walking facilities as transport modes. Projects funded within this category must be part of a regional or local authority walking and cycling strategy and maintain or induce increased active transport use. It provides for cycling or pedestrian projects that do not otherwise comprise an integral part of a road construction project. Projects can be either state highway or local roading projects.

The walking and cycling allocation has increased from 2006/07 to match anticipated demand. The number of projects submitted for walking and cycling projects continues to grow. Land Transport NZ has set aside an allocation of $14.5 million ($11.4 million for local roads and $3.1 million for state highways) in the 2007/08 programme for funding approved projects, which includes $2.97 million for continuing work.

The push towards active forms of transport will continue as measures to reduce carbon emissions and congestion are introduced. The total estimated cost of projects submitted in 2007/08 exceeds the level of funding allocated for walking and cycling projects. In line with previous years, it is not expected that all category 2 projects will be submitted for funding approval.

Rail and sea freight

The rail and sea freight activity class provides an allocation for rail and barging. The rail and sea freight allocation for 2007/08 is $1.60 million. This includes $0.33 million for continuing work. Only two regional councils have submitted new activities within this activity class.

The commitments for rail and sea freight projects include Whangarei to Kawerau wood products transport and Kopu aggregate barging projects.
