Status of the forecast

Figures for 2007/08 reflect the allocations adopted by Land Transport NZ for expenditure in 2007/08. Figures shown for revenue and expenditure in subsequent years reflect anticipated revenue and anticipated expenditure, and as with all forecasts, will change over time.

Change may occur because the priorities of implementing agencies change, leading them to develop different programmes of work. The economy of New Zealand may change promoting changed travel patterns.

The Ministry of Transport is reviewing how the New Zealand Transport Strategy is implemented. This may lead to changes in emphasis in allocations in the NLTP.

Because of these and other factors, the anticipated expenditure in each activity does not represent a commitment of expenditure to that activity.

Revenue confidence

In Budget 2006 the government announced changes to the way the state highway construction programme and other activities are funded. It has provided confidence in the level of funding from fuel excise duty, road user charges and motor vehicle registration fees by setting up a system whereby fluctuations in revenue from these sources does not affect the funding of the NLTP over the period 2006/07 to 2011/12. It also agreed to fund a programme of state highway construction works over the same period. We anticipate that the government will consider updating and extending these guarantees in 2008.
