Land Transport NZ is reviewing its procurement procedures for professional services and physical works (the Review).
The purpose of the Review is to:
This stage involved extensive consultation including formal feedback on a consultation document. Eight sector group meetings were also held.
A Stage 1 Review report was provided to the Land Transport NZ Board and detailed an integrated package of change initiatives based on the consultation process feedback. The change initiatives aim to assist approved organizations in selecting the best procurement approaches for the various land transport activities they undertake.

Stage 2 of the Review delivers the changes and outcomes recommended in the first stage of the Review. It has a medium to long term focus and is designed to enable approved organisations to use procurement to achieve better value for money from their NLTP funding.
The Reference Group represents approved organisations (local authorities and Transit NZ), their suppliers (NZ Contractors’ Federation, Roading NZ, ACENZ), and the Ministry of Transport. Reference Group members are an important communications channel between Land Transport NZ and key stakeholder groups.
During Stage 2 of the Review, Land Transport NZ will work with the Procurement Review Reference Group on implementing the change initiatives. It is expected that this Group will provide progress reports to the stakeholder groups they represent. Land Transport New Zealand will also provide regular updates on the Review through this website and other electronic and print media.
