Programme and funding manual (Manual No. PFM1)

The programme and funding manual documents policy rules and procedures that approved organisations such as road controlling authorities and regional councils must satisfy to be eligible for financial assistance from Land Transport NZ.

The manual is comprehensive and defines all eligible types of work, the procedures used to submit funding applications, to make ALTP recommendations, and for Land Transport NZ's financial assistance policies.

It is updated each year to reflect changes to programming and funding policies and procedures made after consultation with approved organisations.

The programme and funding manual is a standard as defined in Land Transport NZ's standards and guidelines manual.

    Readers should note that the Activity Classes as described in this document are provisional and may not be the basis on which Land Transport NZ undertakes its statutory reporting. However, any change will not affect approved organisations in their development and management of their land transport programme. Any change to activity classes will not affect work categories, which are the basis for compiling land transport programmes.

  • Chapter 1. Introduction
    This chapter sets out the purpose of the manual, the strategic and legislative context within which Land Transport NZ allocates resources and undertakes its functions, the relative roles of Land Transport NZ, approved organisations and other partners, and a general description of planning, programming and funding for land transport activities.
  • Chapter 2. Funding categories
    This chapter defines work categories for programming and funding and how these are grouped into activities and activity classes. Land Transport NZ will only fund outputs and capital projects in the defined funding categories.
  • Chapter 3. Financial assistance
    This chapter explains Land Transport NZ’s financial assistance policies.
  • Chapter 4. Specific determinations
    This chapter deals with specific policy determinations made by Land Transport NZ relating to work that qualifies for financial assistance.
  • Chapter 5. Programme development
    This chapter describes how land transport programmes (LTPs) are to be prepared, consulted on and submitted to Land Transport NZ to conform with the requirements of the Land Transport Management Act (LTMA).
  • Chapter 6. Funding allocation process
    This chapter sets out Land Transport NZ’s funding allocation process. The process has been devised to take account of the New Zealand transport strategy (NZTS) and the requirements placed on approved organisations and Land Transport NZ under the LTMA. The LTMA sets a challenging new framework for Land Transport NZ to follow in allocating funding. It reflects a new multi-modal approach, encourages long-term planning and allows funding flexibility to achieve an integrated, safe, responsive and sustainable land transport system.
  • Chapter 7. Claims and programme reviews
    This chapter describes the process for making claims for financial assistance and how the NLTP is reviewed and adjusted during the course of the financial year.
  • Chapter 8. Procurement procedures
    This section sets out the LMTA and Land Transport NZ requirements for procurement procuedures.
  • Chapter 9. Reporting requirements
    In order to monitor the implementation of the NLTP, and to report on achievement to the Minister on a half yearly basis, Land Transport NZ may require an achievement report for the six months ending 31 December and does require an annual report to 30 June from all approved organisations. This chapter identifies the reporting required from approved organisations. Other reports may also be required from time to time.
