Appendix 10: School patrol, traffic warden and school crossing point responsibilities
Road controlling authority (RCA)
- The RCA has a responsibility to ensure that facilities are appropriate for each individual crossing, eg if the traffic volume is extremely high then consideration should be given to providing traffic lights.
- The RCA has a responsibility to ensure that crossing points are installed where pedestrians will use them.
- The RCA has a responsibility to consult with the school, Board of Trustees and Police Education Officers when they decide to set up a crossing point.
- The RCA is responsible for the installation/maintenance and provision of signs and markings that are used at school patrol crossings. Equipment must comply with the Land Transport Rule: Traffic Control Devices.
- The RCA is responsible for following up and repairing any damage in a timely fashion.
New Zealand Police
- Police are responsible for training school patrol and traffic wardens and the supervising adults.
- Police are responsible for providing School Traffic Safety Team uniforms.
- Police are responsible for the ongoing monitoring of school patrols, school crossing points and traffic wardens.
- Police are responsible for refresher training of the school patrol and traffic warden personnel.
- Police are responsible for traffic enforcement breaches at marked pedestrian crossings and school crossing points.
Schools
- The school principal is responsible for ensuring that appropriate people are available to train as school patrol members.
- The school principal is responsible for developing rosters.
- The school board of trustees is responsible for putting in place a system to deal with behavioural breaches by students at the crossings.
- The school principal should report traffic breaches to New Zealand Police.
- The school board of trustees must appoint adults to supervise the school patrol at kea crossings. The school board of trustees may appoint adults to supervise the school patrol at pedestrian crossings. This could be a teacher or member of the school community.
- The school principal is responsible for reporting any damage to equipment or uniforms to the appropriate agency.
- The school board of trustees is responsible for taking all reasonable steps to ensure the safety of the School Traffic Safety Team.
- The school board of trustees must advise the RCA, prior to establishing a traffic warden system
[Land Transport Rule: Traffic Control Devices 8.8 (2)].
- The school board of trustees and the school principal should take note of the notification requirements set out in section 25 of the Health and Safety in Employment Act 1992 (see Appendix 7) . If staff members are supervising the school patrol, there would be a requirement to maintain records of every accident or serious harm to a member of the School Traffic Safety Team. There would be a requirement to notify OSH.
