The pedestrian and cyclist road safety framework

Land Transport New Zealand has developed a safety framework for pedestrians and cyclists. The Pedestrian and cyclist road safety framework outlines a comprehensive approach for effectively reducing the risk to, and improving the safety of, these road users.

Consultation and collaboration

There has been extensive consultation in the development of the framework. Land Transport New Zealand has worked in collaboration with the National Road Safety Committee, interested local authorities, pedestrian and cyclist advocacy groups and other government departments and organisations.

Two rounds of meetings have been held with stakeholders. These meetings were held in Auckland, Hamilton, Palmerston North, Gisborne, Napier, Wellington, Nelson, Christchurch and Dunedin.

At the first round of meetings, in April 2003, the proposed structure of the framework and the road safety issues for pedestrians and cyclists were discussed. At the second round, in July 2003, the content of the framework was discussed in more detail.

The first draft of the framework was sent to stakeholders for comment in October 2003. Thirty-one submissions were received from a mix of central, regional and local government organisations, cycling advocacy groups and individuals.

The framework has been revised to take into account the views of submittants, the recent changes in the transport sector and the initial implementation actions identified for the Getting there - on foot, by cycle strategy (the Ministry of Transport's strategy to advance walking and cycling in New Zealand transport).

As a result of the recent transport sector review, responsibility for the Framework has passed to the Ministry of Transport.
