The Road User Rule is now available in portable document format (PDF, 200 KB).
The Road User Rule reflects New Zealand's changing traffic environment over the last thirty years as well as the ever-increasing number of vehicles, and variety of users on our roads.
The rule, which came into effect on 27 February 2005, gives legal status to road user behaviour based on commonsense and courtesy — some of which is already recommended in the Road Code. It clarifies the responsibilities of anyone using New Zealand's roading network including pedestrians and drivers or riders of anything on wheels, from large trucks to bikes to skateboards and mobility scooters.
Many provisions within the rule are direct transfers from the existing Traffic Regulations 1976. However, some provisions have been added or clarified to better reflect the needs of all road users — now and into the future.
